Tan her back

It early in the day and Isabel has her pick of spots. She picks a spot within easy walking distance of the beach and the water fountain. She doesn't want to walk by too many people if she wants a drink or to dip her toes into the water.

The only people around her are laying down and a family nearby are all watching the beach. It looks like a safe time to slip out of her shirt so she can tan her back. Isabel sits on her towel bending her knees up over her chest and slips off her shirt. She quickly drops it on her towel with one hand and using the other hand to cover her breasts, lowers her legs and then lays down on the towel. Her arms pushed to her sides cover a side view of her ample breasts. In the past she has visited the beach to show off and today she's more interested in relaxation and escape from the stresses of the city.

The day is overcast and the beach is quiet. The waves lull her to a restful sleep. At one point she turns on her side in her sleep, baring much of her breasts. Her arm hangs over them, at least ensuring that her nipples aren't showing.

Isabel wakes with a start at first not realizing where she is or what time it is. Though she's back on her stomach, her barely covered butt is in the air and she quickly pushes it down. Looking forward, the view is the same as when she fell asleep but as she looks around she sees towels set up on each side and behind her.

Her gaze is met by others, some of them are men who are watching her discreetly and some are women with raised eyebrows.

The cloud cover was deceptive and she can feel that the exposed parts of her body are starting to burn. To get her shirt back on, she'd need to sit up, which would expose her boobs so that isn't an option.

What should she do?
