You tried to report it to the authorities but it was impossible to track down.

Additionally what they were doing wasn’t strictly illegal in some parts of the galaxy. There was even a planet called sandy land specifically colonised for this purpose which was completly legal according to the law.

On the one hand you were sad at the missed oppertunity but on the other hand you were proud that you maintained your morals. Technology can fix a lot but not your morals
