Should Anna attempt to steal the girl's panties?

Anna made her choice: she would steal the panties. Taking a few deep breaths, she prepared to execute her plan.
She ran over each step in her head. She would reach under the stall, grab the skirt and panties and pull towards the girl's feet. The skirt could be left behind in the stall and Anna would rush into the hall. Then she would be off to wherever she could get to as quickly as possible to avoid being spotted by her victim.
"Here goes nothing," Anna though to herself.
