Makoto was overjoyed that he truly could alter reality for the better, he decided to start with problems that plagued the world as a whole.

Old rule: Global problems, such as world hunger and global warming don't exist.

Now for the test to see if it worked. "Kyoko, could you explain global warming to me?"

She threw him a questioning look, "I'm not familiar with that concept. Are you feeling okay?"

Makoto realized that in his joy at solving problems, he was still shaking with joy. How could he convince Kyoko to believe him, he thought of something.

New rule: Kyoko Kirigiri is aware of the world before the rules in this notebook.

"How about now, Kyoko?"

A realization dawned on the detective's face "You chose to correct global problems as your first action, quite noble of you."

"That's just the beginning, I'm going to fix everything! I feel like I can take on anything the world could give!"

"That's because you can. Assuming there isn't a limit on the amount of rules you can write, the book can cause anything to happen. You need to be very careful what you write in that book, as well as who you tell. What do you plan to do with it when not using it?"

"…Carry it in my schoolbag?"

"What if someone looks in your bag and takes the book? That would transfer ownership! Do you have any idea what might happen if Hagakure-kun got his hands on this?"

"It probably wouldn't be that bad, I mean he is a little greedy when it comes to his work, but I don't think he'd hurt anybody."

"Okay, bad example. What if Togami-kun had it?"

"That could be bad."

"That's an understatement! You need to make security measures to protect the book and yourself. I could help you think of them if you wish."

"I know, I'll do you one better. "

New rule: Makoto Naegi and Kyoko Kirigiri share ownership of this rulebook, if one would not consent to a change, the change won't occur unless the other can change their mind.

The change registered with Kyoko. "Naegi-kun...I can't believe you trust me with this. Are you sure you want me to be able to do that?"

"Of course. Now you can write the security measures yourself, and you don't seem like a selfish person."

"I can't believe how much faith you have in me Naegi-kun."
