Re-order society based on dick size

Grinning you pick out a fantasy you've always had but never been bold enough to try: a world where your place in society is based on dick size, where big dicked alpha men are the privileged class, and small dicked fem boys are the subjugated class. Old Rule: It is illegal to stuff your underwear or otherwise falsely present a larger dick size. Those caught doing so, are required to serve as public sex toys for up to a year.
Old Rule: Instead of handshakes adult men great each other by garbing each other's crotches and squeezing.
Old Rule: Men with smaller penises are expected to obey the instructions and orders of men with larger penises, and to treat them with respect and deference. It is normal and commonplace for men with larger penises to use men with smaller penises as for casual sex and relief, both in public and private.
