Perhaps you could recruit her early in the series before the Fall of Beacon, and offer her not only the truth and answers she's seeking regarding her mother, but also show the dark canon future that awaits her. Something that maybe she could prevent if she helps you prepare for Fuse and conquer the Cartoon multiverse.

Though another option is recruiting after the Fall of Beacon, and perhaps telling her that maybe the key to defeating Salem exists outside her world.

2 Emerald Sustrai - Another great choice in canon she proved to be a excellent henchgirl and follower to Cinder, so imagine the possibilities if you transfer that devotion to you instead of Cinder.

Emerald is not only a great long ranged fighter, her semblance which causes her chosen target to see whatever illusion she wants them to see does certainly present quite a number of possibilities.

There are two times that you think might be best to recruit Emerald. The first is right before she meets Cinder, and while she might be a bit more untrained. This also gives you the chance to make sure your the one she's latches onto and is devoted to instead of Cinder.

Now there are two points to recruit her. The first is before Roman's **** since Neo has been shown to be quite loyal to Roman, as shown in her quest to avenge his **** in canon. So while this option means you would have to recruit Roman as well, getting the two out from Cinder's heel with the chance to loot on a multiverse scale might get you on their good side.

Though they would certainly not like being dragged into this mess with Fuse, but they have enough sense to realize that it could be a threat to themselves as well.

The second option is recruiting Neo after Roman's ****. Though for this option you might have to promise her get the **** she seeks. But if you play your cards right she might become even more loyal and devoted to you than she ever was to Roman.
