More then just Panties

Three average looking young men, wearing average looking clothes, where looking for their next target or targets. For the past few months, these three young men had been terrorizing Tokyo female population. They weren't rapists, but did enjoy groping and taking a few pictures of their work. Nor did they target any women under the age of eighteen, they weren't monsters. The news called them the clothing thieves, they would find a gorgeous young lady or ladies and either lure her or them to an isolated area or would follow them to there home. Once there they would strip her or them of all her clothes, leaving her or them completely naked. Then would grope and take pictures of the helpless woman or women.

They loved see their victim or victims completely naked and begging for them to leave something for them to wear.

Soon the three found their next target.
