Take him at his work

While you would much perfer to be in a less public area, there are lots of risks with tailing him home. For one, if you lost him and he knew you were tailing him, he would bolt. Two, you have no clue of his living situation. If he has roommates or lives in a heavily populated building, there is definitely more of a risk of being caught. And finally, you want to make sure that you don't take any more time than necessary for this. You were brought here to breed a city and, while this is in your wheelhouse of work, you still need to breed as many bottoms as necessary before the end of the month.

So, you go to scope out the store. It's a simple computer repair shop, a tiny building surrounded by towering offices and bustling clubs. It would be easy to pass over, a good thing for a breeder on the run. The more you watch, the easier this job seems to be. There is only two employees from what you see: Xavier and an older man. The older man keeps leaving throughout the day, leaving Xavier to himself for hours. Plenty of time for you to go in, breed his little hole, and be out with your prize before he notices.

You decide to see if this is normal first, staking the place out for a few days while continuing your breeding at night. By the time you feel comfortable with the schedule, you had taken another eighteen bottoms. You've done plenty for this city, it's time to take a chance for yourself.

On the fourth day, you approach the shop around noon. The old man leaves around eleven thirty to go run errands and typically doesn't get back till two o'clock, leaving you plenty of time to get to Xavier.

Slowly, you approach the computer shop. This is your chance, better make it count.
