Not really, they have to compete

As both Isabel and Alexandra stood in silence and looked at each other without coming to an agreement, the CCs spoke up with Claire.

"Tell you two girls what, we'll give you a chance to compete! Rock, paper, scissors. Winners get to choose what they keep!"

The CCs **** Isabel and Alexandra to turn towards each other, still keeping a grip on their panties from behind.

"The rules are best out of five, first to win three. Oh, and for each round lost, there will be a minor punishment as well, doesn't that sound fun!?"

Isabel and Alexandra subtly shook their heads, that did NOT sound fun! But they couldn't find a way out of this, and the crowd was actually starting to get into the situation as well. Even though they didn't like Claire or Carrie, Isabel and Alexandra did have a pranking history around in this town. Isabel was the mastermind, while Alexandra often performed the physical pranks.

"Ok, round one!" Carrie said. "Go!"

Rock, paper, scissor - Isabel drew rock, Alexandra drew paper. Isabel lost the first round, 1-0 to Alexandra.

Suddenly, she felt two hands on her panties, moving towards the front around her waist.
