School Policy Changes
Things remained the same for Katie for some time. Granted she was required to wear diapers while in high school (meaning she had had to be extremely careful about guarding her secret.) The problem came when there was a bit shakeup in the administration of the school. As it turned out, a good number of the staff had been embezzling money while taking out loans from a predatory local bank that some of the parents (who were in on the scheme) of students had invested in. In the fallout, a new principle was placed in charge of the school by the city's conservative mayor. The new principle - a man well into his 70's, was an old-fashion-type man who instituted all sorts of austerity measures aimed at balancing the budget while making back enough money to cover the loan and interest within 20 years. With the school's reputation in the toilet and its budget in dire straights, the mayor gave the new principle full powers to act as he wanted, as much of the school board had been in on the scam. With little oversight and full powers, the principle enacted a number of draconian policies to not only fix the financial troubles with the school, but also to push for more discipline in its students in order to bump up grades and "morality."
Unfortunately, a number of these policies negatively impacted Katie.
1.) There was only one bathroom pass allowed per classroom. Students had to be back within 10 minutes or face severe punishment as determined by the principle.
2.) Special needs students (which Katie fell under due to the belief that she was incontinent) had to report to one of the staff in order to go to the bathroom and notify them of how they needed to go. Students which failed to follow these guidelines would be provided additional assistance to enforce their compliance.
3.) Due to the need to reduce water usage to cut down the budget for plumbing, numerous bathrooms were shut down, and for those remaining, there were new rules. Special priority would be given to special needs students without additional needs, then on a first-come, first-serve basis, and lastly special needs students who had additional considerations. Incontinency had led to the policy being set that Katie needed diapers just in case she had accidents. Unfortunately, she fell under the lowest priority of students and thus would be automatically at the back of every bathroom line.
4.) The school was to enforce a new city policy of "Zero Tolerance" for **** use. Meaning that students would be subjected to **** testing about once per year. Unfortunately, special needs students were seen as particularly **** to being convinced to use them. Meaning that they would face monthly testing. Students would be selected when going to the bathroom. The issue for Katie in particular is that she could simply keep her waste in her diaper to avoid testing - as such the school preemptively reached out to her family to create special provisions for her. The school once a month would inform her parents that she was selected for testing. Once this happened, Katie would not allowed to change her diaper until the school nurse or other staff member removed and replaced it themselves. As such, Katie was also required to wear a special safety-lock on her diaper at all times to notify the school when she had used her diaper and secondly to prevent her from removing it before inspection. The safety lock had only three keys for it, one was in the hands of the school's staff, one was with her parents, and the last was with aunt Jill.
5.) Special needs students who had an accident at school were now required to be cleaned by a staff member in order to avoid messy incidents that could occur with the bathroom rule changes.
Katie's parents were going to protest, but aunt Jill stepped in to convince them that this was necessary - all while Katie was off on vacation at the time. Upon returning, she was immediately switched onto 24/7 diaper wear and locked in by the safety lock. This of course meant that she could only use the bathroom after she received the approval of one of those entrusted with the remote keys to the lock.
Katie couldn't help but cry over the changes, and prepared herself for her first day back at school...
