Continue to Disagree - Padme shall remain the Queen

Hesitantly, Sabe moves forward towards the center of the throne room. Queen Amidala raises an eyebrow with curiosity but stays near the window. Captain Panaka gestures towards the guards in the room who leave immediately, closing all the doors. The four other handmaidens seem to cower in the back of the room as Governor Bibble moves towards Sabe.

“I think we need to show you what is likely to happen to you if you should not disguise yourself,” states Governor Bibble.

“You must understand your Highness, we only do this to protect you,” continues Captain Panaka.

Panaka and Bibble turn towards Sabe who begins to sob. Trembling, Sabe reaches up and removes her hood. Slowly, Sabe reaches around her back and removes her flowing gown. She wears nothing underneath them. Crying quietly in the cool throne room, Sabe stands completely naked before them. She had only just turned eighteen the prior month. However, her body was still very immature, easily passing for someone much younger.
