Rule: Gianna wants other women to feel the shame that she feels
You don't have to think long. You had to endure ridicule and shame because of your large breasts for all of your life. It would only seem fair: If - for a change - the majority of lesser endowed women would have to feel what you had to feel all your life. And for yourself to finally gain some confidence. To be comfortable in your own body.
From your earlier test with the coffee-shop's employee you already know that the rule-book works. But how could you phrase a rule to simply affect everyone? The introduction clearly stated, that you have to put down some kind of organization in front of a rule. But in that same context, the introduction also mentioned 'neighborhoods' and even 'countries'. Could it be that simple? You put the pencil to the paper on a new page, and write "All countries" on top of it. Then you proceed with your first rule: To make other people feel what you had to feel. And to make yourself to finally feel better.
Old Rule: Every woman in presence of another woman with a bigger chest should feel
Wait! Scratch this!
You don't want to change the whole world as you know it, at least now right away and with your first rule. And the feeling of shame will probably be even increased, if people don't forget how they had felt before the rule change. You quickly strike through what you have written already and begin again, but make it a New Rule this time:
Old Rule: Every woman in presence of another woman with a bigger chest should feel
New Rule: Every woman, when in presence of another woman who has a bigger chest, should feel ashamed and insecure about their body and especially about their breasts. The emotional effects should scale with the difference in bust size. At the same time, having a bigger chest than the women around you should give you incredible self-esteem and confidence.
