"Not far off, Leatherneck. We believe that Cobra is trying to perfect the device for long term controlled global reality alterations. The idea being that Cobra didn't need to conquer a world they remake in their own image.

Which is why the broke into the lab for the blueprints for the device. Likely either to recreate it, or worse, to use it to finish off their own device.
