Luke dialed some help.

Quickly Luke phoned her FBI contact as Mona started to live up to her name. Luke put her fingers on the girls lips to quiet her, “this... is Agent Luke Kelvin. I’ve been kidnapped. In a van... Track this phone... the perps are in it...” she whispered. “They have weaponised X-Change... and are prepared to use it.”

She put the phone in the pile of clothes then noticed Bills gas mask. She took it and examined it. She knew this type of mask! She quickly unscrewed the mouth peice and removed the filter.
