Hinata

Hinata was her final choice. She didn't know much about her but that worked to her advantage she thought. That she doesn't know anything about the girl was her reasoning, if something did go wrong she'd have wiggle room to either change tact or go after another target since this one was so out of view.

So she waited and orchestrated. She and Mabui got to Konoha, jumped through all the necessary hoops, and got a nice hotel. She talked to a few people to find Hinata's schedule, waited until the girl was coming home alone, and followed her.
