Curse of the Clowns (tickling)

Scenario: Every year on August 25th, the town of Lovittsville must try to have a happy day and must always smile no matter, because if even a hint of glum or frown comes to anyone, a pack of clowns will go after them and tickle them into insanity. No one knows why this happens, or why on this pacific day, whether the clowns are a group of unusual people or even ghosts, all the citizens of Lovittsville know is they have to smile for one day, or they'll be under the tickling fingers of the clowns.
