Can I add a new Faction?

Yes, but be careful.

If you add a new faction other than the ones that have already been established, there has a lot that has gone on over the last two months. Try to familiarize yourself with the various groups, since as it stands now, there's lots of places to flesh out and add to groups that have already been introduced.
