Doctor Drakken was working on his special project. Ever since his archenemy, Kim possible had graduated high school and headed to hire education, he needed an edge.Which was why he had been looking at two of the high tech inventions he had... collected. A Neuro-compliance chip and the Moodulator chip. What he was doing was trying to combine the tech of both, to create a device which would allow him to control the minds and emot6ions of others.
