STARTING UNIVERSE

The ninja of Naruto are soldiers plain and simple and thus disobedience and insubordination can't be tolerated so from every graduating class two Disciplinary Officer's(DO) is chosen to watch over that group of ninja one male and one female

A ninja will normally be informed that they are to report to there DO and then it is up to the DO to punish them this is called a Assigned Visit(AV) while a DO deciding to punish a ninja in the field is called a UnAssigned Visit(UAV)

A Disciplinary Officer only really has authority in times of punishment or suspected rule breaking within there assigned group and as a rule to increase embarrassment and lesson the chances of repeated offenses DO's only punish those of the opposite gender thus the need for two they also can punish there partner DO

Furthermore do to the type of job they have they are given finally decision when in authority and with in their rank for example a genin DO's decision can be overruled by ANY chunin, Jonin and of course the hokage BUT another genin can't over rule their decision on punishments
