The Underground

Recently a new nightclub had opened up in your city, with a highly exclusive clientele and of course very discrete, so it was considered a luxury among the scum of the city to even have the tiniest shred of knowledge about the club, so the fact that you happen to not only know it's location, but also have obtained an invitation for tonight is a miracle, all the greatest villains will be there in an epic party somewhere in the city every night was enough to set your blood boiling with lust, for more than just flesh. These villains had real power, they faced the greatest heroes from acrossed the multiverse and survived. True not many have beaten them before, but then when your a villain it's kinda the outcome, we can never win can we. But It's still fun to break all the villiany which is why we pursue all of our dark dreams to the fullest. That is why we keep going fighting the bad fight and kicking heroes asses whenever we can manage to bend the rules enough to let us. Which is why the powers that be has given us a place to chill, nearly free from the threat of being hunted and imprisoned by any hero lucky enough to come acrossed us, also happened to be a benign act by the supreme entity we suppose so it just happened to fall into a category of detentions fully protected from the forces of good, much to the anger of mighty heroes and heroines alike. Many villains could inhabit the dimension but always under benign influences, so instead of destroying eachother they happened to socialize and mostly unwind after a hard master plan or two.
