Try the shops

Unknowingly following your instructions, Supergirl drops the underwear to the floor and then begins to make her way through the streets, trying to walk as slowly as possible and keeping a very close eye on her skirt, very nervous about showing too much skin.

After walking for a little while she finally spots a large Shopping mall in the distance, making her way straight towards it, and stepping inside.

She looks back and forth, spotting a food court and a fountain, but no being local she is suddenly worried that she has no idea where the clothing store is. She could wander around aimlessly, but maybe there is a map somewhere.
