Fun in a frozen world?

Was this the same jogger who had miffed him off at the coffee shop the other day? She sure looked like her and certainly enough it was. He was a little frightened but at the same time excited over what he held in his hand. Not even the breezes were going. It was as if the entirety of planet earth had ceased to move! Francis stepped over to the jogger and examined her. One legs was lifted in mid stride. The other was firmly rolling along from impact with the sidewalk surface. He placed the watch in his pocket, careful not to drop it. What a gem this was to have found.
The house had belonged to his strange Uncle Ted. Uncle Ted never married but always had lady friends. Francis remembered as a little boy how he would be told to not hang around Uncle Ted's home. Thinking back, Francis remembered Uncle Ted for having been one who moved in a quick pace. He always seemed to finish his meals at the family picnics faster than others and could he drink? Wasn't it strange how he could seem to guzzle down three drinks before his father finished one? Now all the pieces were coming together. No wonder Uncle Ted seemed to move so erratically. No wonder his food seemed to disappear when he ate around other. He must have used the watch too!
After Uncle Ted's strange ****, his body never having been found, the house he resided at was left to him. What was that statement Uncle Ted used over and over?
"Ha-ha-ha! Have the time of your life, y'all."
Ted carefully removed the watch, treating it like fragile glass now. He went over to the jogger and untied her shoe. He removed it from her upraised foot and allowed it to fall to the side on the sidewalk. Thinking more, Francis ran back inside his Uncle Ted's house and pressed the button on the back of the watch.
Like a record player that was suddenly turned on, record to the needle, the sounds came on as life began to move along once more. Securely inside his Uncle Ted's house Francis was able to see the jogger stumble and stop, tripping and hopping a little as she took but a few paces without her other sneaker. She glared at the lost foot item as if it were to blame. She hopped on one foot back to it and struggled to put it back on, wrestling with the laces in the meantime.
Francis was in the confines of the house and howling! First she was in formation and keeping stride, next she was almost falling forward. Francis took a few breathes and tried to regain himself from the intense laughter. The female jogger was fun! What else was there to do today? Francis checked the watch on his wrist and could see he had time before the showing of the basketball game on TV for later that afternoon. First, he had some places to go visit. As he walked outside he took a deep breath as if though he had breathed for the first time ever. He had plans!
