Millennium Police Department

'The Boys in Blue', 'The Thin Blue Line', 'Millennium's Finest', and a dozen more such, not entirely deserved, epithets.

The problem with the Millennium PD is that it had to be conjured out of whole cloth one fall about 14 years ago, just before the national guard ceased enforcing martial law on the city, and as such it was cobbled together from human 'spare parts' from across the country. As a directly correlated result of that the city got a lot of the best lower level officers from across the nation, BUT unfortunately also a lot of the worst officers as well, the ones a hair's breadth from being fired who their bosses gave a glowing review just to get them out of his/her hair. Now you would think this would balance out, and more to the point that the good cops would root out the bad ones in short order, but that's not how it worked. Truly it is said 'one bad apple spoils the bunch' and the police have steadily become more corrupt and self serving, as the good cops got killed in the line of duty or 'turned to the dark side' by their corrupted colleagues.

Yet there are two main hopes for the department: the number of 'Supers' on the ****, who for the most part have personal ethical standards that keep them from turning 'Dirty', and Internal Affairs, better known as IA. Somehow, weather by the grace of god or a twist of fate, IA was able to 'clean house' within the first three months, and since has remained a bastion of purity amidst a rising tide of darkness. However it is a bastion under siege, with over 50% of the rest of the **** having been turned away from the light, or started out in the darkness from the moment they joined. No one but other IA members and a few 'moles' will talk to IA, with the exception of some of the supers who are shunned by the rest of the **** anyway, the 'dark blue' being jealous of the super's media attention and unnatural powers: so they are constantly bombarded with accusations of **** and corruption that while they know they are TRUE, they have no way to effectively investigate, let alone prosecute.

For the moment IA has the full and unwavering support of Police Commissioner Harvey F. Smalls, one of the shrinking number of 'honest' cops on the ****, but everyone knows that it's probable that on the next election cycle Harvey is out, and then, well: IA awaits that day in terror, but fights the good fight while they can.
