Ah, yes Kobalds. Weeeeellll they had a recent run of bad luck, they got conquered by the Human Kingdom only a few years ago, and those that did not immediately get enslaved ran off and are considered criminals.
Their natural gender ratio is 50/50, but the enslaved ones have been magically modified to conceive mostly females.
