He learned it from anime

As a youth just beginning his YouTube career as a side hustle, Charles White was an avid watcher of anime and reader of manga. Not an especially popular person, he learned much of his social skills from those arts. One of the lessons he learned was that the mysterious fellow was the most alluring; mystery meant mystique, and that attracted women and friends. He applied that lesson when moving into his dorm the first day of college. When in a crowded elevator, his father asked him if he was excited, and he tersely responded "you know I can't talk about that, Dad."

Another lesson he learned was that bravery meant dominance, and asserting it would greatly increase the arousal of all the women on campus, leading to a flurry of sodden panties and increasing his chest hair.

How to assert his dominance and be the boldest man in a state full of bold men? Charles found out a solution in his first few weeks: he would get naked and strut his stuff around town like it was nobody's business, letting his meat stick flop about as if it were completely natural and he was unconcerned with the thoughts and modesty of his surrounding peasants. Figuring that it would be the last week before it started getting cold (by Florida standards, anyway), he quickly disrobed, grabbed his things, and headed out of his dorm. Passing people in the hallway, he just nodded and stared them down with a smirk while men and women alike gaped at his fragile skinny frame.

After leaving his dorm room with little incident, Charles decided to take a nude walk around campus.
