Go and spawn some demons into the city?
It's obviously a passage reflecting sending people off to war. Beasts...basically along with demons. Those would be the threat. So...if it's to be assumed that the programmer sees themselves as a higher being than humans, they would be telling you to go and do something to kill a bunch of people. That makes sense, right?
Not really. Even at it's finest, you still can't be positive that's what you are supposed to do. Shaky logic at it's finest, but it's the only logic that you got. If the tournament is supposed to start soon, it can be assumed that wild demons have to come from somewhere so someone needs to release them. That makes more sense. Possibly.
The way to do it is easy. Summoning from your own inventory would be quick and easy but even if there were any monsters to summon from there, it's not a method for summoning mass quantities. There needs to be a gateway of sorts. You can't quite control what comes from them or even guarantee they will be contracted to you. The only real point to doing it would just be to make chaos. Luckily, it's not something that just anyone can do. Unluckily for other people, it's still something you can do.
Of course, doing it in your own run down house would be less than ideal. Having monsters go on a rampage and having them break your own stuff would not be helpful. Not like there is much here worth anything. Enforcers don't need as much things as humans do. But the punk still has stuff here and it's probably better not to risk ruining all his shit. Getting your coat off the table it's thrown on, it's out the door and out for a walk.
It probably doesn't matter where you actually summon them. Most demons will wander off on their own and even most of the aggressive ones aren't usually dumb enough to draw pointless attention for no reason. But it can't be somewhere with a bunch of people to watch you while you do it. Having police or journalists snoop and ask questions would be annoying. It also needs to be somewhere where people aren't going to notice.
Ideally, it would be somewhere with a good Internet connection. Proper rituals for individual demons take too much time. The whole point of using digital data is to basically make the process of those steps autonomous and fast. Secluded enough that nobody will notice it for a while, but has a strong enough signal that the gateway won't suddenly stall or crash. At least, there is still a number of places that will work for that.
