Kobolds, being a reptilian race (in most editions) that are most often found serving or even worshipping dragons, are known to claim from time to time to be descended from dragons themselves- though few buy into this. An uncommon sub-race or breed of kobolds - the winged kobolds otherwise known as 'dragonwrought kobolds' or 'Urds' among their own - are one of the few shreds of evidence that lend some credence to this theory. As you already seem to know, the dragonwrought variety of kobolds possess their own scaly wings, and typically enjoy elevated status and prestige in kobold society (or what passes for kobold 'society').

A 'sorcerer', in Dungeons and Dragons terminology, is an arcane spell-caster whose power is innate (that is to say, they're born with their magical potential), as opposed to gaining their abilities through research or by forming pacts with magical beings, as would be the case for a wizard or warlock, respectively. A dragon-blood sorcerer, then, is a sorcerer whose power stems from their lineage theoretically descending from a dragon ancestor, which would actually make your kobold actually quite a novelty from a-
