Calhoun City, USA

The 'Xhul learned that the most powerful country in the world was the USA, and that there had been a rebellious portion in the southeast. So Xhul'gar decided that the best course of action was to head for that part of the country, where he could likely expect the most support.

There's a number of big cities in the "South": Atlanta, Birmingham, Charlotte... but his researcher advised that Calhoun City is a poor metropolis very much stuck in old-fashioned thinking. So that seems the best choice.

Xhul'gar arrives in a large city park in the middle of the night. He is in the guise of Khalid Ali, a thin, dark-skinned man of about 20. He notices a big mansion near the park. Far across the park he notices a number of tenement buildings.
