Laughter

Naruto's heart sank as almost every female ninja exploded in laughter at his soft, one inch, pecker surrounded by blonde pubic hair. He struggled against the bonds, but Shizune had bound him tight knowing what his reaction would be. Naruto glanced at the crowd, and noticed some familiar faces in the crowd. On top of Sakura and Karin he noticed his former classmates, Ino and Hinata. Tenten from Rock Lee's squad, the jonin Kurenai, and the ninja that tormented him before the forest of ****, Anko. There was probably about 100 or so other Kunoichi from the leaf in the crowd as well. Even Temari, Karui, and Samui were in the crowd, having been sent by their villages to observe the important examination. Every single women was laughing at Naruto's tiny dick, save for Hinata, Sakura, and Tsunade, who just looked disappointed. Tsunade waited for the laughter to die down, but there were still snickers that Naruto could pick up on.

"This is very concerning, Naruto." Said Tsunade, as she furrowed her brow. "This is a perfect example of the deleterious genes that I was talking about. Did you really expect to become Hokage with something as pathetic as that?"

The crowd once again started laughing at the humiliated blonde boy.

"What does my dick have to do with being the Hokage?!" Yelled Naruto.

"You not seeing the issue with your tiny penis is exactly the problem." Said Tsunade, as Naruto tried to block out the audible laughter. "If you're Hokage, you won't be able to address how serious of a problem this is. You're naturally going to feel sympathy for others like you. Your dick, or lack thereof, could cause the **** of this village."

Naruto's face burned as he looked down at his soft penis. Tears welled up in his eyes as he realized his dreams might be crushed in the most humiliating way possible.

"I really am sorry, Naruto." Said Tsunade. "But you were going to need to hear this at some point. The village will not be able to count on someone with your problem."

"It gets bigger!" Shouted Naruto, as the crowd howled with laughter at the statement.

"Now now, quiet down." Said Tsunade to the crowd. "It's only fair that we give Naruto a chance to prove himself, but that might be hard when he's tied up like this."

"You could release me." Suggested Naurto.

"Not a chance." Said Tsunade. "You'll run at the first chance you have to hide that tiny thing. All men with baby dicks are exactly the same. What we need is a volunteer to help you get hard. Who wants to help with this task?

About half the hands shot up. Naruto looked at their devilish grins, and knew that it was because they were eager to help in his humiliation.

"Now...let's see..." Said Tsunade as she scanned the crowd.
